The rule is capacity first. A unit sized for 10 workers a week and used by 25 cannot be fixed with more deodorizer; the chemistry is designed for a week of normal use, and the tank on a standard restroom is 70 gallons. The exception is the vent: a unit that smells inside but not outside usually has a blocked stack, and no amount of service fixes that until the stack is cleared.

A worked example. A roofing crew of 20 in Livermore, July, one standard unit placed against a south-facing wall. Three strikes: double the Z4.3 capacity, full sun, weekly service. By Thursday the unit is unusable. The fix costs less than the complaints. Move the unit to the north side of the building, add a second unit at $189 per 28 days so each serves 10, and keep weekly service: $378 per cycle for two units that stay pleasant, against $189 plus a crew that drives to the gas station.
