Sizing a festival from 500 to 5,000 attendees
Festival restrooms are sized on the crowd at peak hour, not on tickets sold, and on hours, not days. We start from 1 standard unit per 50 attendees for 4 hours, add 20% when beer or wine is served, add 5% accessible units (minimum 1) and 1 handwash station per 4 units, and round every column up. The industry baseline published by the Portable Sanitation Association International is 1 unit per 100 guests for 4 hours, scaled by duration and adding 25 to 50% with alcohol. We quote the more conservative 1 per 50 because festival lines form at the same three moments: gate opening, headliner break and last call. The ADA 5% rule
When the public is invited, the 2010 ADA Standards §213.2, Exception 3, require at least 5% of clustered single-user portable toilets, minimum 1, to be accessible, and California's CBC 11B-213 applies the same percentage. In practice: 1 ADA unit for every cluster of up to 20 standard units, and never a cluster without one.
The unit alone is not compliance. The ADA unit needs a firm, stable, slip-resistant route at least 36 inches wide from the accessible parking or the main path, level ground at the door (the 78" × 92" unit has a ground-level entry) and 60 inches of clear turning space in front. An ADA unit costs $325 per event, the same price inside a 10-unit or a 100-unit order.
Handwash stations and the county sanitation plan
Handwashing is where festival orders most often run short. We place 1 two-sided handwash station per 4 units, which gives two faucets per 8 toilets; each station holds 22 gallons of fresh water and 25 gallons of grey water and ships with soap and paper towels. Sanitizer dispensers on the toilet doors are a supplement, not a substitute.
Food booths have their own rule. When food or drink is sold, the county environmental health department permits the event sponsor and every temporary food facility, and the sponsor application includes a site plan with the toilets and handwash stations on it. Alameda County runs this through the Temporary Events Sponsor Application with Environmental Health. San Francisco's Department of Public Health states the booth rule plainly in its special-event structural rules: at least one bathroom for every 15 workers within 200 feet of each food booth, each with a handwash station with running water, liquid soap and single-use towels. We size vendor restrooms separately from the public clusters and put one unit plus one handwash station behind the food row.

Permits by city
A festival on private land, a fairground or a venue lot needs no city permit for the restrooms themselves. A street fair does. In San Francisco, units on a sidewalk or parking lane fall under the Public Works Street Space permit, which names portable toilets and limits equipment to half the sidewalk width. In Oakland, the DOT Obstruction Permit covers any unit in the right-of-way and requires No Parking signs 72 hours ahead. In San Jose, street festivals go through the Office of Cultural Affairs special events program and park events through a PRNS Special Park Use Permit. Layout and placement
Festival restrooms work when the crowd can find them and the truck can reach them. We lay these rules out on your site map before delivery.
- Clusters of 8 to 12 units, not one row of 40. Two or three clusters keep the walk under 300 feet from any point, and each cluster gets its ADA unit and its handwash stations.
- Near the pinch points. One cluster inside the gate, one beside the beer garden, one at the far end of the stage field. Nothing directly behind the stage, nothing upwind of the food row.
- A 12-foot service lane to every cluster that stays open during the event, because daily service happens with the units in place. Firm, level ground: compacted gravel, asphalt or dry turf. Soft lawn after rain needs plywood or a relocation.
- Lighting after dark. Standard units have a translucent roof and no light; place evening clusters under site lighting or add tower lights.
- Accessible route of at least 36 inches, firm and level, to every ADA unit, and 60 inches of clear space at the door.

Mid-event service and multi-day runs
A standard unit carries a 70-gallon tank, so a single-day festival sized at 1 per 50 for its real hours usually finishes without a pump-out. Multi-day runs get one service visit per day at $125 per visit, scheduled before gates open: pump, rinse, recharge deodorizer, restock paper and soap, refill the handwash stations. Every visit is photographed, GPS-stamped and timestamped, and the organizer receives the record by text; agencies get an exportable PDF log.
For 2,000 or more attendees, a second visit during the day or an attendant at $45 per hour (4-hour minimum) keeps the beer-garden cluster usable through last call. Order 3 to 4 weeks ahead for 20 or more units; trailers for May through October weekends need 6 to 8 weeks.
